Mandates of the Special Rapporteur on the Rights to Freedom of Peaceful Assembly and of Association

Justice Pour Tous Internationale submitted a complaint to the UN on 21 July 2022, which led the UN Special Rapporteurs to communicate with Uzbekistan on 28 September 2023, with the report published on 29 November 2023. UN experts Clement N. Voule, Irene Khan, and Matthew Gillett raised significant concerns over alleged abuses in Uzbekistan, including intimidation, detention, and legal harassment targeting political activists and human rights defenders. These actions threaten freedoms of expression, peaceful assembly, and association, producing a chilling effect on civil society. Additionally, restrictive party registration requirements and the Ministry of Justice’s broad powers hinder political pluralism. Justice Pour Tous called on Uzbekistan to align with ICCPR standards, viewing police and judicial harassment as indicative of systemic institutional violence, requiring immediate reforms and international oversight.
